The council says its tender for the full restoration did not attract a suitable bid, so officers are rethinking the approach to make any future proposals affordable and deliverable for Bournemouth.
BCP Council secured government Levelling Up Fund support in March 2023 and allocated part of it to repair and restore the pier, aiming to add another 25 years to its life.
Councillor Millie Earl, leader of BCP Council, said the pier "means a great deal" to residents and visitors, and said the authority remains committed to "protecting its future" for Bournemouth.
She said the tender had provided "valuable insight" into what is required, while the council says a revised plan will protect the pier, with completion still expected by early 2028.
Concrete repairs and corrosion protection were previously part of the proposals, while the deteriorating timber landing stages are now due to be removed in the autumn for safety reasons first.
