Burley Court Limited sought outline permission to demolish the independently owned hotel at 29 Bath Road, which has been run as a family business for more than 70 years, and replace it with a five storey residential block.
Application documents said demand had fallen after the coronavirus pandemic and claimed the hotel was “operating at a loss”, while indicative plans showed 46 one bedroom flats, nine two bedroom flats, basement parking and a 52 space cycle store.
The council refused the application for five reasons, with planning officers saying the scale of the building would harm the spacious and “sylvan” character of the East Cliff Conservation Area and its significance.
Officers also said not enough had been done to reduce heritage harm, while further concerns covered tree loss, replacement planting, protected Dorset heathlands, New Forest habitats and whether biodiversity requirements could be met.
