BCP Council is proposing to sell the building next to the main Civic Centre, with the coroner's service, elections, events and parking enforcement teams among those due to move elsewhere.
The Civic Annex has been identified for sale under an agreement with the Bournemouth Development Company, and a cabinet report says it would need "significant investment" to remain in use.
Under the preferred option, the coroner's jury court would move to the council chamber and adjoining west wing, while the elections team would move into the main town hall building.
Customer and housing services would be based on an upper floor, parking enforcement would move to the civic basement, and a location is still being considered for the events team.
Councillor Jeff Hanna, cabinet member for transformation, resources and governance, said the authority faces "financial pressures" and must keep providing effective services while reviewing how its buildings are used for residents.
He said the council recognises the impact on residents, staff and the Dorset Coroner, and would work with everyone affected so services continue during any planned relocation throughout the process.
