Mandatory government housing requirements mean the authority must plan for almost 3,000 homes a year across Bournemouth, Christchurch and Poole, so the Local Plan is being developed to manage development and link new homes with services.
It is expected to shape where transport links, schools, green spaces and community facilities should go, and each stage must meet legal requirements and be supported by evidence before independent examination.
Councillor Earl said the consultation would be "one step in a wider process" to shape the plan rather than approve a final version, and added that "doing nothing is not an option" because development pressure would continue without a new plan.
The council says it must show that all realistic options have been considered through the Local Plan process and wants new homes to come with school places, GP surgeries, transport links, green spaces and shops.
