Opposition councillors are asking BCP Council for clearer answers on future tax and service charges.
Reports say Councillor Mike Cox, deputy leader and cabinet member for finance, has not ruled out raising council tax above five per cent or increasing service charges, with parking income affected by walking, cycling and cost of living pressures.
Councillor Duane Farr, leader of the BCP Reform Group, said rising care demands were recognised, but called making Bournemouth more expensive a "curious solution" and urged the council to encourage investment and give people a reason to return.
Conservative group leader Councillor John Beesley said the £27 million forecast overspend was "deeply concerning" and questioned why adult and children's social care pressures had not been properly built into financial planning.
Labour leader Councillor Patrick Canavan said the council had already used extra financial support through a council tax rise above five per cent, while Green leader Councillor Simon Bull called for solutions beyond parking charges.
