The road in Hampshire has been shut in both directions since the incident on Sunday 9 August, with the westbound carriageway closed between M27 J2 at Ower and the A338 at Ringwood.
The eastbound side has also been closed between the A338 and M27 J1 at Cadnam, affecting drivers using the route between Hampshire and the Ringwood area while repair teams worked on fire damage.
National Highways says resurfacing has now been completed, with 800 metres of new safety barriers installed and 1,500 metres of boundary fencing replaced before the road is handed back to motorists.
Temporary protection will remain around parapets and safety barriers damaged by the fire. A 40mph limit will be in place on the eastbound carriageway until permanent repairs are completed during future overnight closures.
On the westbound side, Lane 1 will stay closed with a 50mph limit so fire services can safely leave their compound while they remain on site during the continuing response, and laybys will also remain closed.
