£31m is held by BCP from home builders

Figures from the Home Builders Federation show BCP Council held £31.41 million in developer contributions at the start of April 2025, with £10.08 million from Section 106 agreements and £21.33 million from the Community Infrastructure Levy.

Across England and Wales, the housing industry body said unspent contributions held by councils have reached a record level, and it urged BCP Council to prioritise spending so residents see direct benefits from new housing.

Councillor Millie Earl, leader of BCP Council, said the figures were a “snapshot in time” and did not mean the money was sitting unused, because about £23.3 million had already been allocated.

She said contributions are supporting flood defence works, transport improvements, future growth and projects led by the community, adding that they have funded “new play areas” and lifesaving medical equipment since 2021.

BCP Council said allocated sums include £7.3 million for the Poole Bridge to Hunger Hill Flood Defence Scheme, £6 million for the Port of Poole Bridges Programme and £5.5 million for habitat mitigation.
